I feel like I've read this one before (maybe at the other place), but I stumbled across it again a couple days ago, and felt it was worth sharing.  I found it an extremely interesting read, for a variety of reasons.

Seems like  a rather specialized situation that can't easily be generalized: the folks on the ground and the higher command know what's supposed to happen, but the command is under a great deal of political pressure. A great deal of winking and nudging follows.
