If you mean with reinforcements (new and shattered/destroyed), then yes I believe you can, but you can only build new units as the Soviet player.
Priority can be set for supply provisions by the player, so you can decide where supplies are going (e.g. you want them to go to a Panzer division before some Luftwaffe field division, etc.).

I've not dived TOO deeply into it, but from the looks of things, yes - other theaters are abstracted. They appear to affect supply and Victory Points to an extent but I'm not 100% sure about supply. Reinforcements would be interesting too - I imagine they DO impact things (e.g., Allies land in Italy, there's a demand to move troops from Russia to Italy to stem the tide). It will be interesting to learn more.
I'm going to do a deeper dive into the game and should have a review out in a month or so (May-ish). There's a lot to look at, here.

Not sure I played the original enough to warrant the upgrade (still costing $54CDN at 1/2 price). Will have to do some digging to see if it's worth the investment (including time).

I broke down and bought it once I realized my anniversary code still worked (thought they were only good for a couple of months). I'm not one to collect games that I do not expect to play...but at $25US for a Gary Grigsby title, it is hard to go wrong.
Now all I need is to find an audio book version of this (520 page!) manual.

I'd be open to some PBEM play of the smaller scenarios. I played some of them with version 1.0 so shouldn't take too long to get up and running with the basics.

It seems so. The day after I purchased it it was back to the regular price. I saw comments stating that it was put on sale by mistake.

The price here in the U.S. is $79.99, same as on the M/S storefront. If Canucks are getting a discount, though, then more power to you. 8)
I wish I had had time to do a full-on review of this game, but it would require far too many hours that I just didn't/don't have, to do it justice.
And that pretty much sums up why I haven't even purchased the game yet. I know that to really get my money's worth, I'd have to dive into the game the way I do with Stellaris -- and I only have the time (and patience/energy) to be obsessed with one game at a time :P

These bloody games. Tried the intro scenario and didn't have a bloody clue what I was doing. Sending a Regiment or Battalion against a division :groovy:

I've been working my way through these tutorials by Strategy Gaming Dogo. Watching the first half dozen videos included enough information to make the intro scenario's interesting. I've managed to win with both sides in Veliekiye Luki. Currently baby stepping my way up the Road to Minsk. I'll have to break down and read the manual eventually if I want to master any of the big campaign scenarios.
