Sounds like paranoid fantasy, but this IS Communist China. They have way too many people to keep tight control of. I doubt releasing a contagion that could wipe out their population is a smart thing, but Communism isn't exactly intelligent either, so what do I/they know.  ;D

I recall reading something about German fighters on the Eastern Front, where the German aces would paint their aircraft. It got to a point where the Russians would purposefully go out of their way to avoid the German aces, so the Germans would put their newbies into those aircraft so they could get some solid experience, and the aces would go into unmarked aircraft. The Russians were always in for a rude surprise when they went after the unmarked aircraft.
