Just a thought.  Might be interesting to run multi player on the insurgents side but not let the players talk and coordinate with each other.  Represent lack of command, control and communications.

Have insurgents send one text message per turn.  No other communications with the other insurgents teams.

 It would allow for cell phone useage by  insurgents, but shows lack of hands free and linked communications by insurgents.
