Over the past 15 years or so, a lot of folks in the US military started using those kinds of abbreviations b/c they fit/sort nicely on spreadsheets when trying to sequence & coordinate multi-base deployments and mobilizations
FICA = Fort Irwin, CA
FBNC = Fort Brangg, NC
FLWA = Fort Lewis, WA
or... JBLM = Joint Base Lewis-McCord (since it merged the AFB with the Army post)
FBVA = Fort Belvoir, VA
