I've had Civ VI base game for awhile now, but never really got into it.  The biggest reason is I just think the maps are so small (I so wish someone would new a new Civilization: Call to Power).  However, with the interest in getting a multi player game going, I picked up all of expansions since Steam was having a sale.  What is great, is that Steam recognized that I already had the base game and a couple of the nation packs, so I only got charged for what I was missing.

So, my first question.  When setting up a game, I can choose my rule set.  Am I to understand that if I choose Gathering Storm that I don't get the new features from Rise and Fall?

I've got both expansions but only played with Rise and Fall a little bit as I found what it added more interesting than what Gathering storm promised.

No. Choosing Gathering Storm will enable the base game, Rise and Fall, and Gathering Storm. Choosing Rise and Fall enable only the base game and Rise and Fall. Choosing Standard setting enables base game rules only.

Enabling Gathering Storm also enables all the Rise and Fall rules as well. So you don't lose anything only add stuff.

And, in my opinion, playing the full monty is the way to go. Just so many more things going on.

As for large maps, the largest maps in the un-moded game are probably the Huge Continents and Huge Terra.

Yes, but as you already allude to: there are some pretty amazing HUGE mod maps available.
