maybe limited by what they could get/use from the public domain?

I'm guessing they have the rights to the image on the box of the actual game itself.

At first I thought that was Stonewall on the first pic who was long dead by the time of the Atlanta battles. Clearly must be Hood instead. But wasn't he missing an arm at that time?  :o

You thought it was Stonewall Jackson because it is a painting of Stonewall Jackson. Called "Jackson at Bull Run" I believe.
