this one's going on several days and no real leads

LOL Mirth - my first thought :-)

Now, like it has been said, not that many people did those horrible counters joined on the edge, so maybe look at who those publishers were, and work from there.
A couple  have been mentioned. but also TSR did a few SPI brand games like that, and also TBP tend to use that method of die cutting.
