I'm guessing it's more like what ended up at the bottom or more compressed at the bottom.

So if the impact had been caused by substantial iron or maybe nickel iron rich meteors then that could account for it, being higher density material?

Perhaps it shows how the the moon's gravity has been affected by meteor strikes or perhaps what types of different materials those meteors deposited into the Moon's surface?
